Juan Miguel graduated as Attorney at Law from the Escuela Libre de Derecho, where he graduated with the tesis “The Causality of Law”, which was awarded; He studied for a doctorate in Constitutional Law from the Complutense University of Madrid and a Diploma in European Studies at the Ortegay Gasset Institute, both from Spain.

He was Lawyer and later Legal Manager of Teleinformática de México, S.A. de C.V., from 1976 to 1985, where he gained experience in Corporate Law and Computer Law; From 1985 to 1991 he joined the law firm Alcántara and Alessio Robles, SC, where in addition to Corporate Law he specialized in contracts, Tax Law, Foreign Investments, Technology Transfer and Administrative Law, as representative or consultant of the Instituto Tecnológico y de Estudios Superiores de Monterrey, A.C; Kodak Mexicana, S.A. de C.V; Grupo Infodinámica, S.A. de C.V., and Discos Musart, S.A. de C.V., among others.

He has been Attorney General of Justice of the State of Guanajuato; Legal and International Affairs Deputy Attorney General of the Office of the Attorney General of the Republic, where he chaired its Professionalization Council; He was also Permanent Secretary of the Governing Board of the National Institute of Criminal Sciences. He has also been Executive Secretary of the National Public Security System.

In the legislative field, he has been a federal deputy, in two legislatures, where he served as President of the Chamber of Deputies, of the Congress of the Union, in the LVII legislature, and was a legislator in the Guanajuato State Congress.

On the other hand, he was President of the Guanajuatense Institute of Studies and Political Sciences, A.C. He has been an applicant lawyer and legal director and consultant for various companies. He has been a profesor at the Escuela Libre de Derecho, at the Universidad Panamericana and at the Universidad Iberoamericana, in Mexico City.

He has published two books, “Parliamentary Development Model”, by Editorial Trillas, S.A. de C.V. (in the second edition) and “Voto en Libertad”, by the Publisher Miguel Ángel Porrúa, co-authored, as well as articles in various national media.
